Will it be scrapped or still maintained cos since the colleges have been upgraded to tertiary status, they must be recognized as such and should not be paid allowances. This allowances should rather be used to equip the Basic schools to boost teaching and learning. Most of the basic schools do not have adequate resources to effectively enjoy learning.
