Governance Expert describes creation of more districts as 'unnecessary' Local Governance Expert at the Institute of Local Government Studies, Frederick Agyarko Oduro, has described the creation of more districts, as needless. He said the exercise will not necessarily bring about development. What is needed, is for government to strengthen existing districts to ensure efficiency and improve economic growth. Speaking to Radio Ghana, Mr. Oduro said existing Local Government structures are fraught with lots of challenges and weaknesses which need to be fixed.
