Establish second refinery to augment operations of TOR – Energy Institute The Institute for Energy Security, a think tank, has asked government to ensure that the managerial crisis at the Tema Oil Refinery [TOR] is resolved to get the facility operating at full capacity. Executive Director of the Institute, Richmond Rockson, said technical and operational lapses, factionalism, vindictiveness, mismanagement and lack of due diligence have consumed the operations of TOR. In an interview with Felix Cofie, Mr. Rockson said the whole of last year, TOR failed to refine crude oil because of a shutdown of its crude distillation unit.
