National Health Insurance Capitation Policy to be re-introduced

The National Health Insurance Authority, NHIA, says Capitation of the National Health Insurance Scheme, NHIS, remains one of the best and most affordable modes of care to subscribers. 

The problem that undermined its pilot in Ghana however was challenges with the implementation in the Ashanti Region.
 
Chief Executive Officer of the NHIA, Dr.Samuel Annor, said that the NHIS Capitation policy could be re-introduced.
 
This, time, the implementation of the Capitation would be replicated in other regions and not limited to one region. 

According to him, the Governing Board of the Authority is evaluating the previous pilot policy and will come out with a policy on the way forward regarding Capitation.
 
The previous government implemented a pilot phase of the NHIS Capitation with an assurance that it would be replicated throughout the country in a gradual process. 

The government then explained that the Ashanti Region had been chosen for the pilot phase in recognition of the cosmopolitan nature of the region and also because the objective for the policy was to ensure efficient and effective management and use of revenue by the NHIA.

However, the policy implementation was fraught with stiff opposition from a section of stakeholders including members of the then Minority in Parliament, traditional leaders and some private healthcare providers. 

Those critics questioned why the Ashanti Region should be chosen for a pilot policy implementation with some arguing that the decision was ill-intended.
