Seth Terkper lays before parliament 2017 first quarter Budget The Finance Minister, Seth Terkpe has laid before Parliament the Expenditure in advance of Appropriation for the first quarter of 2017. In an election year the ruling government is mandated to present a limited budget for the ensuing year from January to March to ensure that State activities and programmes do not grind to a halt. Contrary to the expectation that the Minister was going to present a detailed first quarter budget, the document was rather tabled for the consideration of the House without the usual oral presentation. The Speaker Edward Doe Adjaho referred the paper to the Finance Committee for Consideration and report to the plenary for approval. The Speaker also deferred the item on the order paper which was on the Estimates of the Revenues and Expenditure of Government of Ghana for the 2017 financial year. GBC
