Concern voiced over arbitrary arrests in Cuba Concern has been voiced by the UN over the arbitrary arrest and detention of individuals in Cuba. The UN Human Rights Chief said that human rights defenders and dissidents had been targeted in recent weeks, a situation which he described as "harassment". Zeid Ra'ad Al Hussein added that the arrest on Human Rights Day, on 10 December, of a number of people, including members of the Ladies in White NGO shows an "extraordinary disdain for the importance of human rights on the part of the Cuban authorities."
