Remand should not be used as punishment says Maxwell Opoku Agyemang Senior Lecturer at the University of Ghana School of Law, Maxwell Opoku Agyemang has welcomed moves to introduce non-custodial sentencing as a means of decongesting the prisons. He said the policy of remand should be thoroughly reviewed. Speaking to Radio Ghana, Lawyer Opoku Agyemang said remand should not be used as a form of punishment, hence the need for the policy to be re-examined. The Public Relations Officer of the Ghana Prisons Service, DSP Vitalis Ayeh said Amnesty granted by government is one of the means used to decongest the prisons. He said decongestion of the prisons has been an age old problem. GBC
