Winner-Takes-All not Considered in Constitutional Review - Emile Short

A former commissioner of CHRAJ Justice Emile Short says the Constitution Review Commission in its recommendations failed to consider the winner take all system of governance in Ghana. 

He said it is surprising that despite the numerous complaints about the defects of that system, it still remains the choice of Ghana. 

This Justice Emile Short thinks has resulted in weak and independent governance institutions which have turned into breeding grounds for money making and political polarisation. 

He was speaking at the climax of the IEA's zonal consultation on the winner takes all practice of governance in Ghana.
