ECOWAS Heads to Create Special Emergency Fund for Guinea Bissau The Authority of ECOWAS Heads of State and Government have decided to create a special Emergency Fund for Guinea Bissau to support the new government of Jose Mario Vas to address urgent social challenges facing the country. It has appealed to member states and development partners to contribute to the fund. Addressing a news conference at the end of the 45th ordinary session of the Heads of State in Accra, Chairman and President of Ghana, John Dramani Mahama announced that there will be an international donor conference in October this year.
