This is long overdue?
I commend you for at least acknowledging the problem but it will require more than just a speech to address this endemic problem.  It should be one of the priorities of this government to use existing laws (or tougher new laws) to ensure that all Ghanians are made to pay their taxes and evidence of this is available for inspection (especially self employed and private companies - salaried employees have always bourne the greatest burden of paying tax on their earnings). 

I suggest you make it one of your top priorities to make paying tax a citizens' duty with sanctions if it is not performed.  You should set up a special unit within the GRA to randomly select individuals anywhere in the country to audit their tax records over the last twenty years and be giving the powers to claim all unpaid taxes plus penalties.  This unit should be staffed by well qualified accountants, tax experts and lawyers and they must be well remunerated.

We should move to a stage over the next few years when the GRA should send each tax payer their annual return of income and the tax paid thereon (as done in Europe, USA, Canada).  Paying one's tax is a duty of all citizens and the annual tax return should be used in future to support election registration, bidding for government contracts, etc.

We have work to do and it must start now with your team getting serious with each Ghanian (without exception) paying taxes on their incomes to address the current situation where salaried workers are obliged to pay tax on each cedi earned but citizens who have built houses and own other property do not even have a tax reference number, that is, have never paid a pesewa of tax on their income?
