Fast Track High Court ends cross examination of 6th prosecuting witness in Woyome’s case 
 
The Financial Division two Fast Track High Court in Accra on Wednesday, ended with the cross examination of its sixth prosecuting witness, in the trial of business man, Alfred Agbeshi Woyome. 
 
The witness Lesley Dodoo, the legal Director of the Public Procurement Authority informed the court that the supervising Minister of the Authority's Act, is the Finance Minister. 
 
Despite his supervisory role, the minister cannot terminate any bidding process.  Mrs. Dodoo explained that termination can only be carried out by the initiator of the process because it is the initiator who accounts for the expenditure of the Enterprise, adding that Chief Directors are the initiators in the case of State Enterprises. 

 In responding to what the word ASCERTAIN, as used in section 65 of the Act, Mrs. Dodoo said once a decision is reached to reject a tender, the law mandates the Entity to notify all tenders on the cancellation of bail. 
 
She explained how she met Mr. Woyome in 2001 in connection with the construction of two hospitals at Sogakorkpe and Begro, when she was then with the Finance and Economic Planning Ministry.  

Mrs. Dodoo told the court, that Mr. Woyome, facilitated communication with the Austrian Consul in Ghana and led a delegation to the Bank of Austria.
