The Daily Graphic discusses the lack of effective revenue mobilisation that will meet the needs of Ghanaians. According to the paper, the informal sector is huge and employs majority of income earners, but apart from the rates these income earners do not pay taxes to government. The paper says until those in authority review the approach to revenue mobilisation by roping in all income earners, government will find it difficult to meet its obligations. The Graphic says Ghana is lucky to have a tax expert as Finance Minister. It therefore appeals to the Minister to restructure the tax system to compel all income earners to contribute to the national coffers. 

The Ghanaian Times welcomes moves by Parliament to discuss policing in Ghana and enact the appropriate legislative instrument to back reforms in the Ghana Police Service.  The Paper thinks it is appropriate that challenges facing the Police are identified and solutions found to them. The paper welcomes the assurance of the Vice President, Paa Kwesi Amissah-Arthur of government's continued assistance to the Police and the need to equip them adequately to continue to maintain law and order. The Times views the Police as a mixed blessing to society, adding, that there must be effective collaboration between stakeholders and sector agencies to revitalise their services.
